I've run a couple of Rough Country 4" lifts on a couple of TJ's. For a budget lift, RC's are acceptable, works ok off road and doesn't rattle ya too badly on or off road, but ya get what ya pay for. If you really have to have a 4" lift right now and the RC is the only thing that fits the budget then go for it.
The control arms in the X-Flex are good, not great, but better than stock good. Their adjustable track bar is ok, don't use the drop pitman arm right away, try it first with the t-case drop (unless you already have an SYE). It may or may not work for your particular TJ but plan on possibly needing a SYE/driveshaft (I ran a 4" RC lift for two years without an SYE).
There's a lot of hype about the X-Flex and it is a decent lift kit for the price, but again, you get what you pay for. I've used a couple of RC lift on a budget but over time I replaced every part of the RC lift with better quality components (Rubicon Express, Teraflex and Bilstein) and the ride quality on and off road between RC and others is night and day.
I won't knock the RC kit, it's a good kit for the price as long as you go in knowing that it will ride rough, it will settle a bit more than other lifts, it will probably squeek, the bushing may give you grief, there will likely be small parts missing so you'll have to dig through your nut and bolt stash, if you DIY the instructions are about worthless and somewhere down the road you will probably either buy a better lift or replace it one part at a time. And btw, it is not that difficult to install yourself, the two rear springs are different (the larger spring goes on the passenger side) and no one wants your old parts

On a scale of 1-10 it's somewhere in the middle. You may complain about the ride now and then but you won't complain about the price.
An afterthought: If you plan on running a 33" or taller tire with this lift get some good extended bump stops or plan on your front fenders having a nice curve to them
